Try with another miner, for example teamredminer or nbminer. This 2 are working good with my 6800XT.

What miner did you use? I use Gminer and got constant at ~63.7MH

Probably add more voltage and memory clock but that would increase wattage too.
Here is my result on 6800XT x 6 using Phoenix Miner v 5.4c
On 5.5 and 5.6 cannot detect 6800XT and if I use 4.5, the accepted shares are too low.
Normally does 63 to 64 Mhs
