Problem with booting the system when the usb mouse is not connected

Hello all! I have a problem with my rig. When I turn on the rig without at least one USB device plugged in on the back, on the board slot, then the system reboots over and over again with a black screen. If the mouse or keyboard is plugged in, it starts up without any problems.
Specification:

  • Gigabyte H110 D3A with BIOS F25
  • i3 6100
  • 1200W PSU for GPU
  • 600W BeQuiet powers 2 cards and a mobo
  • 10 Nvidia graphics cards: 1070, 1660Ti, 2060, 2060 Super 2070, 2070 Super, 2080Ti (MSI, KFA2, Manli, Asus, Gigabyte)

I have two PCIE splitters plugged into x1 slots, with 6 graphics cards in them. The image connection is under IGFX, the VGA cable to the monitor.
I wish my rig would work without a mouse or keyboard.
