Same Card Same OC Setting But Different Hashrate

(This picture is mining RVN currently)
Any one have same situation before ?
What I tried

• Change riser.
• Take the card to another RIG.
• Change power cable.
• Change miner software.
• Try mining other coin
  but all same result.

To Make this card hash rate to 29-30, I have to increase the power limit to 170 above, and this power level will cause high temperature.

you need to use also core value… start with 1400, let it for 24hrs and if stable, increase by 50 until you find the sweet spot for your cards…
