RTX 2070 Windforce - Windows needs 110% Power limit - Any way in HiveOs?

I will admit this is a bizarre video card.
After fooling with this for way too long - the only way to get this card to hash over 40.6 is by setting the power limit in Afterburner in Windows to 100% maximum.
I have tried Gminer and Trex - no matter what I set the power to, this isn’t an option in HiveOS.
Power options are only 125W-200W with this card.

Any memory setting above 1200 (600) in Windows without added the additional power max of 110% forces the core clock way too low.

Yes I have the absolute core clock set to 1050. Cooling is fine.

Anyone have any thoughts on this curious card?
Windows settings to get me to almost 43 Megahash:
Power: 110%, Core Clock 1050, Memory 800.

Hey, i got the same kind of issue with a windforce 3x, its overheating when i try to push, and the power limit doesnt fit with anybody presets

set PL to cards max alowed maximum in OC settings, under the card name you have min , normal and max values for given card
