If you turn core clock down it helps a little I have my card down to 84 watts mining eth my 480 is at 76 watts. For some reason I can undervolt the 480 with best results my overclock is cclock 1120 dpm 3 vdd 850 mem 2020 mdpm 3 pl 80. I get 30-31 mh on eth at 85 watts and on raven 15.08 at 107 watts

Update with some more fine tune
–REF 30 for Sapphire that host both Samsung/Hynix memory
For me ASUS cards really suck
MSI need tons of V
ASUS run very hot and consume a lot
Temp is the key for better result and summer outside isn’t very good for this.

Agree on temp. Mine is running steady at 45* - 47* @ 31.21 - 31.23
I thought ref 20 was for samsung/elpida and ref 30 was for hynix only?
I am running ref 30 with samsung, no issues what so ever.

Hey mate, for the 1650 Super on KawPow try +140 for the Core and 2200 for Memory and PL 85.
For sure REF 30 is less agressive than REF 20
If your memory accept REF 20 it for sure accept REF 30

Are you sure lower is better because if i dont set it to 20. It works with 5 also the hogher it goes the more mhs i get but just slightly. I have tested with 200
today i tested some settings and mods and i came to the following:
with uber 3.2 bios timings in the polaris bios editor and with settings 
Core clock 1168, core voltage 850, memory clock 2100, memory controller voltage 800, aggressive undervolting on and ref rate 35 - i get 32.20 Mhs with 102 watts power ( silicon lottery on this rx 570 Asrock )
i have the same brand, memory and so on… no improvement. now running on stock and overclock gets 17.92mhs
manage to get any break thru…please share
just get it modded with polaris and OC it. same as your settings but remove the DPM states. put --REF 30 and you can try the mem clock higher if it lets you.
Appreciated if anyone can share Mod Bios for AFOX RX 580 8Gb Samsung K4G80325FB , I had try to do by myself with Polaris Editor and flash on my card but when I oc it not over 27MH, I need 30-32 MH.
First of all power limit function is not working for these cards. Then the DPM states also. Dont use them. Trg with oc settings 1150 core clock 850 core voltage, 800 memory controller voltage and 2100 memory clock. All the rest should be empty. Also switch on the aggressive undervolting and use the amdmemtweak - - ref 20

You have any suggestions for me? My rx580 is driving me crazy!! I can not bios mod on hive. It has dual bios and the switch is on mining I think. It’s away from the power plug. Currently at 1100/1/850/2000 ref 30 aggressive undervolt.
why cant you bios mod it?
try core clock 1150 , remove DPM state, core voltage should be 850 or 860.
memory controller voltage should be 800, memory clock 2050 for now.
test and let me know.
