There is a miner, which has no power to calculate intermittently. There is no problem with other miners with the same configuration. What is the reason?

Check your pool side statistics for any gaps which match.
Again, you are mining to a pool. Go to the statistics page for the pool you are Mining to and gather statistics from there to compare.
You can also review the miner logs for any potential drops.
The pictures you are posting appear to be reported statistics gaps when the API was overloaded.
There may be 2 actual performance drops in that snip, possibly LHR adjustments depending on your GPUs.
