Issues with 3080 FE throttling

i have been having an issue with my 3080 FE throttling dow to 59mh
is is not thermals from what i can see
on the info it shows throttle as power limit but there is no limit set

has anyone got any ideas please
i have replace the thermal pads and paste

Lower the core to around 1080mhz, but besides that you’ll need to replace thermal pads to get decent performance it looks like.
