I have one 3080 that on start up runs normal wattage and then it slowly drops from 97 mh / 225 watts to 76mh / 200 watts… Any ideas? changed riser & cable, switched gpus around upgraded bios on cpu.

are the fans not runnig or is it just a ui bug? Check the temperatures of the card. Maybe the RAM is getting too hot. A slow drop is an indicator for that kind of stuff 
yeah it seems the fans on the card barely ever run … but its always around 67 degrees
Okay, than you have to manually set a fixed fan speed for this particular gpu to, for example 65% or 70%. After that, wait like 5-10 minutes while mining and than check the MH/s again
