It’s affected by luck, definetly normal.

Let’s say, you should worry a little bit more of your 1080 ti over your hashrate fluctuations 
They are pulling more than expected, which should be aroud 180-190w afaik.
I know 1080TIs are very very particular gpus, so i suggest you to look around the forum for more detailed informations
