1900 MHz at memory on AMD Polaris is not the best deal as far as I know
Best to use a locked core clock (and offset can be added in miner config for best efficiency as well) instead of throttling with a power limit. For the Amd cards you’ll want to change the memory clock to as low as possible, the Navi cards and up you can change to 1 as well. That will set the memory to idle state
