As you can see some starts at 60w and some at 90w.

Different cards has different parameters
This parameters which showen on screenshot mean - minimal, default and maximal PL in Watts. You can’t setup PL lower then min or higher then max.
NVidia drivers has defend for this foolish action. So If you try to set PL 70 for cards which has PL min 90W you not get what expecting
