Re-Flashed, same, 2 other 3070s minig working fine. Updated to 465.31 driver still the same.
Any ideas how to get this card working ?
weird, unpluged that card from mobo, booted, powered down, plugged it back in and now its working but recognizing as NVIDIA GeForce RTX 3060 12053 MB · MSI and its hashing

In my case it was enough to change the pcie power cables and the problem was solved !
fix issue by resetting bios settings to default then only enabling 4G decoding and pcie speed to gen2. I must have messed with too many bios options when I was trying to optimize motherboard resources.
