what driver are you running? have you tried the problem cards by themselves?
I am using 470.63.01 , When I plug just 3090 , it does not show up on monitor but I try to put my personal computer it works
Plug it in directly on the motherboard, make sure all cables are known good and working
I did that and also change motherboard but same result. I plug 3090 another rig it worked but in this rig same result
