Feature Request: Associate OC settings with GPU UUID

Hi,

Reason: (I might be doing something) wrong but I notice that when a GPU is removed or added, or moved PCIe slot, the OC settings can become disassociated with the corrrect GPU - i.e. I added a 1660 to PCIe 3 but this took the place of GPU0 in Linux resulting in OC settings for a 3090 associated with the 1660 and OC settings for a 3060ti associated with a 3090.

Benefit: linking OC settings with a GPU UUID rather GPU ID (GPU0, GPU1 etc.) means that the OC settings will always be associated with a particular GPU irrespective of which which slot it is in.
