EVGA GTX 1070 - GPU Driver Error No Temps

Looking for some insight. I’ve got 3 EVGS GTX 1070 cards that will not come up. Even trying a single card will detect in teh worker, but is offline with the GPU driver error. While on risers (6pin connection), gpu lights on the card will light up but the fans “twitch” periodically. The worker will come up if I put a card directly on the mobo. I’ve got an older GTX 750TI that will come up on the riser. So I don’t think it is a riser problem. Typical BIOS settings, 4G encoding enabled, and tried PCIe settings on Auto, Gen1, Gen2. What am I overlooking? Any help would be greatly appreciated.
