3070 Power Limit not taking effect?

Originally had this card at 130W, brought it down to 125W, then 120W and all worked fine.

Then brought the PL down to 115W and it won’t go under 117W, no matter how low I set my power limit.

Is 117W the lowest it can go?

UPDATE: Was able to get to 115 on another card.

all card are different, same overclock dont good for another one, if your card work fine, let 117w power :).
