1070 vs 1080

My rig:
1070 - 3 pcs
1080 - 3 pcs
Ethash algorithm
Miner - Clamore Dual
All 1070 cards have have hashrate 29.8 MH/s
All 1080 cards have have hashrate 23.5 MH/s
Overclock parameters on 1080 much higher.
In what the problem&
How to increase 1080 hashrate?
